W. drove his budget-cutting Chevy to the levee, and it wasn't dry. Bye, bye, American lives. "I don't think anyone anticipated the breach of the levees," he told Diane Sawyer.

Shirt-sleeves rolled up, W. finally landed in Hell yesterday and chuckled about his wild boozing days in "the great city" of N'Awlins. He was clearly moved. "You know, I'm going to fly out of here in a minute," he said on the runway at the New Orleans International Airport, "but I want you to know that I'm not going to forget what I've seen." Out of the cameras' range, and avoided by W., was a convoy of thousands of sick and dying people, some sprawled on the floor or dumped on baggage carousels at a makeshift M*A*S*H unit inside the terminal.

Why does this self-styled "can do" president always lapse into such lame "who could have known?" excuses.

Who on earth could have known that Osama bin Laden wanted to attack us by flying planes into buildings? Any official who bothered to read the trellis of pre-9/11 intelligence briefs.

Who on earth could have known that an American invasion of Iraq would spawn a brutal insurgency, terrorist recruiting boom and possible civil war? Any official who bothered to read the C.I.A.'s prewar reports.

Who on earth could have known that New Orleans's sinking levees were at risk from a strong hurricane? Anybody who bothered to read the endless warnings over the years about the Big Easy's uneasy fishbowl.

The complete collapse of effective government and of emergency procedures four years after 9/11 mean only one thing. We do not have an administration capable of running the country during the war on terror. They have bungled homeland security; they have mismanaged Iraq; they have dropped the ball in New Orleans. In each case, a conservative government does not seem to understand that law and order are always, always, the first priority. The glib self-congratulation of government official after official made me retch listening to them. Chertoff mouthed bureaucratese. Only today did the president say that the response was "not acceptable." Notice again the distancing: you, Mr Bush, are the man responsible. It is your performance that is not acceptable. Of course, we have to live with this president for three years - and one can only tremble at the thought of what that means in the event of another terror strike.

Celebrations
Walesa marks Solidarity's 25th | CNN

"It was in us, in our hearts and minds that something started that changed the face of this earth," Walesa, 61, told a joint gathering of both houses of parliament.

Parliament speaker Wlodzimierz Cimoszewicz welcomed Walesa to the podium by saying his name has become for many all over the world the "universally recognizable symbol of Poland."

"Today's ceremonial meeting of lawmakers from the upper and lower houses is to commemorate the events of the 'Polish August,' pay homage to the millions of its participants, express respect and gratitude to all those who made the first step toward Poland regaining its independence," Cimoszewicz said.

Worked outside. And some more. Actually got more painting done on the front porch trim (a job that was started back in the spring). Six baks of mulch spread, many weeds uprooted, and a few bushes pruned.
